Wave heights of 3β6 metres are common in the South China Sea during monsoon. Combined with north-easterly winds of 15β30+ knots, conditions exceed safe operating limits for passenger vessels. Reduced visibility makes navigation hazardous and tropical depressions can develop with little warning.
Commercial passenger licences for Tioman routes are suspended by the Marine Department of Malaysia (Jabatan Laut Malaysia) during monsoon. Operators face licence revocation and fines for unauthorised sailings. Vessel insurance typically excludes monsoon period operations.

Most Tioman resorts, dive operators, and jetty staff are off-duty during monsoon. Limited emergency response infrastructure makes commercial passenger sailings untenable even if sea conditions permitted them.
